Model and Strategy
Chinatown Community Development Center's Housing Justice and Resident Empowerment Campaign will create a vibrant and affordable San Francisco by prioritizing the preservation and creation of affordable housing while at the same time advocating and organizing for a full spectrum of housing options for its one million residents. Of primary concern is to address the displacement of low and moderate income residents facing Ellis Act evictions and other speculative practices through civic engagement and resident empowerment activity. In addition to building and preserving affordable housing for low income residents, Chinatown CDC will work in collaboration with market rate developers to create affordable components of larger scale projects, and work in collaboration with other stakeholders to create opportunities for first time homebuyers, below market rate incentives for developers, and a broad array of housing options for residents at all income levels.

Provide bilingual housing counseling to 750 residents over 36 months
Organize 1000 residents to participate in quarterly housing workshops over 36 months
Provide 750 residents with emergency assistance via a housing hotline over 36 months
Mobilize 1600 residents to participate in Ellis Act eviction rallies and education events utilizing an electronic, interactive map of evictions
Provide Grassroots Leadership Training to 75 Chinese-speaking immigrants
Engage 60 community leaders to participate in quarterly Grassroots Leadership Council assemblies
Conduct one-on-one needs analysis sessions with 577 families living in public housing
Create site-specific service plans for public housing developments located at 990 Pacific and 227 Bay Street and at Ping Yuen and Ping Yuen North buildings in Chinatown
Provide Grassroots Leadership Training to 75 public housing residents
