Fair Maps: Making Sure Every Voice and Every Vote Counts

Model and Strategy

The Campaign Legal Center (CLC) is on the front lines of redistricting reform, and we have sparked a movement for fair maps nationwide over the past few years. Our project’s goal is to end partisan gerrymandering in favor of fair redistricting procedures and outcomes through reforms that lift up voters’ voices and empower them to choose their representatives, not the other way around. These reforms, known as Independent Redistricting Commissions (IRCs), embrace objective, transparent and non-partisan rules for drawing districts and have been shown to improve competitiveness and accountability. Through our project, we will raise awareness of the problems associated with gerrymandering and identify how IRCs can provide sound solutions. As a complement to leading already-funded legal cases that set precedents to end partisan gerrymandering, we will draw on our legal, policy and communications expertise to promote IRCs nationwide. Once a Commission is adopted by a state, we will advance its successful implementation by working with the state administrators and activists. We will then amplify these efforts so citizens in other states gain confidence in making their voices heard.

Impact

Success will directly impact our democracy’s vitality. With the 2020 redistricting cycle looming and public attention focused on partisan gerrymandering abuses, now is the time to enact reforms to permanently improve democracy in the states. Well-designed Independent Redistricting Commissions offer the best option to help ensure that the map drawing process is more transparent, all Americans’ voices are counted fairly and politicians are accountable and responsive to constituents.
