Model and Strategy
Trickle Up and UNHCR will ensure 3,500 displaced people in the Middle East and West Africa engage in sustainable wage- or self-employment to bolster income, build self-confidence and restore dignity.
War in the Middle East and Africa uprooted an estimated 5.5 million people during the first half of 2014, resulting in a rise in forced displacement. The growing number of displaced people is a threat to the goal of eliminating extreme poverty by 2030 and, with UNHCR serving 33.9 million displaced people globally, their participation in achieving this goal is imperative.
TU/UNHCR, seeking a sustainable solution, have piloted Graduation, a carefully sequenced, time-bound approach enabling people to graduate out of extreme poverty through employment, in 3 countries showing early positive results. TU/UNHCR will develop replicable, scalable Graduation programs in urban, rural, and camp settings and transform the livelihood support UNHCR provides to tens of thousands globally.

Provide refugees with health, housing, legal and psychosocial support and use Graduation as a viable strategy for reducing the long-term costs of growing refugee numbers while improving outcomes
Forge an engagement between UNHCR and Trickle Up for Graduation pilots in 3 countries
Scale up TU technical support to help 3500 more refugees and asylum-seekers move out of poverty.
Use lessons learned to inform scale-up to all 22 UNHCR livelihood focus countries
