Tom Silverman is a strategic leader and facilitator committed to unlocking the power of communities to shape their shared future. His career spans American democracy, global development, philanthropy, and civil society — grounded in the belief that engaged communities and principled leadership are essential to a flourishing society. At his core, Tom is a strategist who helps people move from ideas to action. He has guided organizations and coalitions through theory-of-change design, long-term planning, and learning processes that translate values into measurable results. Trained in design thinking and grounded in political philosophy, he brings analytical rigor and creative vision to complex social challenges.
Tom currently leads Project All at PolicyLink, a cross-sector initiative focused on renewing democratic culture and strengthening the U.S. civic ecosystem. Through research, convenings, and strategic collaboration, Project All builds trust across difference, expands civic participation, and fosters a cultural shift from “us vs. them” to “we the people.”
Having lived and worked internationally, Tom brings a global perspective and deep respect for pluralism to democratic life at home. As a coach and facilitator, he creates steady spaces where people can engage across difference, think expansively together, and build shared momentum. He believes lasting change begins in community and is sustained through collective responsibility.
