Model and Strategy
The Ella Baker Center (EBC) has designed a three-year engagement and advocacy campaign with the central aim of reallocating 50% of Alameda County realignment funds from jail operations toward restorative justice programs. To accomplish justice reform at this scale, families of formerly incarcerated people will work together with business leaders to advocate for fairer use of state resources.
The campaign will pursue policies that earmark justice funding for re-entry education and employment programs and fund the creation of “Restore Oakland,” a multi-use space for restorative justice and restorative economics. By accomplishing these aims, EBC will “halve” jail stays, “double” the success of people exiting the justice system—and correct state spending—increasing safety for all Californians.
Impact
Solidified base of impacted families and residents gaining the capacity to actively campaign for justice reinvestment initiatives.
Expanded use and funding for restorative justice approaches that keep youth out of the Alameda County juvenile and criminal justice systems.
Relationships established with high-road employers considering hiring formerly incarcerated individuals.
More effective distribution of realignment funding in Alameda County through our mobilization of business leaders and community members.
Passage of state legislation that creates a set-aside budget for counties implementing alternative re-entry programs.
Replication of similar legislative efforts in other high incarceration states.
